OTTAWA — The Pittsburgh Penguins were frustrated by their inability to convert at a higher rate on the power play Saturday at Canadian Tire Centre. They didn’t like an offside challenge ruling that went against them. And understandably so. Perhaps if they would have shown up in the first two periods, those items wouldn’t have mattered.
