South Africa: Tourists Return to KZN South Coast, but Water Problems Persist After a decade of water cuts, wealthier areas have insulated themselves, but poorer areas remain at the mercy of a failing system. When water was cut-off for much of the KwaZulu-Natal south coast for days at the start of the December holiday season in 2016, it marked a low point for the area’s main holiday destination of Margate. Crime and drug abuse were also taking hold.
