President Ronald Reagan signed legislation in November 1983 making the King’s birthday a federal holiday and it was first celebrated in 1986. COLUMBIA — Retail sales this holiday season are expected to return to lower, pre-pandemic levels, but remain strong despite inflation, high interest rates and lingering concerns about a potential recession.
